HISTORY OF THE COMPANY'S DEVELOPMENT

In 2013, PE “Ekostandart Ekspert” was organized to implement environmental projects to assess the environmental impact of various economic activities, the regulation of emissions, discharges and waste generation. The structure of the enterprise included 13 specialists. Among them there are representatives of different specialties: technologists, chemists (2 candidates of sciences), geographers, physicists, geologists, hydrogeologists, hydrologists, computer operators, system administrators. The work experience of employees in the environment is from 28 to 4 years.

The main staff of the employees was formed on the basis of the Scientific Hydrometeorological Institute (NIGMI) and Glavgidromet in 1989 from the moment of the organization of the laboratory for studying the impact on the environment (LIVOS).

The laboratory was one of the first in the Republic to engage in the procedure for assessing the environmental impact of industrial and energy facilities, vehicles. The laboratory staff carried out a wide range of activities, starting from expeditionary survey of the natural environment, identification of existing environmental problems in the area of ​​location of the studied object to the assessment of the forecast state of the components of the natural environment according to the selected criteria with the development of environmental measures. To determine the sources, types and nature of the impact of the investigated objects on the components of the natural environment, an environmental analysis of the main design decisions was carried out in terms of generation of emissions, discharges and waste. The laboratory also dealt with the regulation of emissions, discharges, waste generation, carried out environmental audits of enterprises, environmental support for the drafts of city master plans, development of environmental management plans for the areas where the studied objects were located.

During the laboratory’s existence in NIGMI, an environmental impact assessment of such large-scale high-risk facilities as:

Samarkand Chemical Plant, Kokand fat-and-oil plant, Urgut tobacco-fermentation plant, Jizzakh lead-accumulator plant, Samarkand cigarette factory; sulfuric acid production of the copper smelting plant of JSC “AGMK”, Bekabad metallurgical plant;
Development of deposits of ore minerals:
(Amantaytau, Uzunbulak, High Voltage) by mining and ore processing using heap leaching technologies, “coal in pulp”);
the Amantaytau-Central and Amantaytau-Severny deposit and the processing of sulphide gold-bearing ore using the technology of biological oxidation and the flotation method at the concentrator (including the tailing pond);
the deposit of polymetallic ores (Khandiza) and further processing of ore by flotation at the concentrator (including tailings); production of rare metals at the copper smelting plant of the Almalyk Mining and Metallurgical Combine (AGMK);
Construction of a dam of circular reclamation at the combined tailing pond of the OXF of the MOF and SOG AGMK;
Navoi city airport 2 turn the reconstruction; reconstruction and expansion of the airport in Karshi; reconstruction and expansion of the airfield in Uchtepa in Djizak region.
Cement factories (in Angren, Karshi, Kapakalpakia, Baysun, in the Samarkand region and other regions of Uzbekistan)
Machine building plants (Samavto Ltd., JV MAN Auto-Uzbekistan JV, General Motors Powertrain-Uzbekistan);
Construction of the third line of the main gas pipeline Uzbekistan-China on the section 210-528 km; construction of the Mubarek-Yangiyer gas pipeline; reconstruction of the mountain section of the international highway Tashkent – OSH (108 – 208 km).
Construction of the Pskem HPP; Tupolangskaya HPP and modernization of Charvak HPP
The EIA procedure was carried out for the general plans of the cities of Navoi, Karshi, Angren, Almalyk, Nukus, the operating enterprises of ASMC to adjust the administrative boundaries of Almalyk;
For many enterprises of the first impact category, projects were implemented to establish environmental standards for emissions, discharges and waste generation (for the Urgut tobacco-fermentation plant, Samarkand cigarette factory, Kuvasaycement JSC, Kyzylkumcement JSC, Akhangarancement JSC, Angren mine management of JSC AGMK ” and etc. ).

Since 2013, almost the entire collective of the laboratory NIGMI continues its activities as part of the state of emergency “Ekostandart Ekspert” in the same directions. An environmental impact assessment is carried out both for new construction projects and for reconstruction, expansion and modernization of existing ones. The company performs works for facilities of I, II, III categories of environmental impact hazard with high, medium and low risk exposure. The largest objects completed during the period from November 2013 to the present with a high exposure risk include:

  • Adjustment of general plans of cities Tashkent, Yangiyul, general plan of the free industrial zone “Angren”;
  • Construction of cement plants in Jizzakh, Sherabad;
  • Reconstruction of Urgench airports, Nukus;
  • Manufacture of cabins for heavy-duty vehicles “MAN” taking into account all productions included in JV MAN-Auto Auto-Uzbekistan JV; modernization Samavto LLC SamAuto, a site for remelting the chips of General Motors Powertrain-Uzbekistan.

The collective works a lot with enterprises that are related to medium risk (hazard category II) environmental impact – objects of the mining industry and construction industry, hydrotechnical structures and channel works, food and light industry enterprises, social facilities.

The implementation of a number of projects requires cooperation with specialized partners. The company actively maintains links with many organizations and research institutes, for example, the SPC “Geology of Hydromineral Resources”, the State Geological Information Center, the National University of Uzbekistan, JSC “Hydroproject”, SUE Toshkentbosplan LITI, etc.

The PE “Ekostandart Ekspert” has legislative documents and guidelines for environmental impact assessment and environmental standards, a database on climatic characteristics of all regions of Uzbekistan, the “Ecolog” program for calculating surface concentrations of pollutants, rich cartographic material, an impact assessment library on the environment of many enterprises of Uzbekistan.

Members of the team took an active part in national and international seminars, were trained in courses, were involved in the development of reference and methodological material published in the republic. A number of employees have experience working with international organizations, participated in and carried out environmental monitoring of programs and projects
